project management office pmoIn the previous post, we saw that Project Management Office (PMO) functions under various types –

  1. Supportive
  2. Directive
  3. Controlling

Don’t miss a downloadable infographic at the end of this post explaining EVERYTHING that you need to know about PMO. Who uses PMO, who staffs, challenges, priorities, benefits and more!

Now try to answer this sample question:

According to the PMBOK Guide, a Project Management Office may manage:

  1. An organization’s projects.
  2. An organization’s projects and programs.
  3. An organization’s projects, programs and portfolios.
  4. An organization’s projects, programs, portfolios and operations.

Take a moment and think through the question and jot down your answer. Then proceed to read this post.

The first option that can come to mind is A. This is obvious choice. But answering PMP question is going beyond the obvious choice. Figuring the BEST possible answer for the question.

Scanning PMBOK’s PMO section, you wouldn’t find a direct answer to this question. So a bit of investigation is in order.

First, let us see what PMBOK guide says.

“..the PMO integrates data and information from corporate strategic projects and evaluates how higher level strategic objectives are being fulfilled. The PMO is the natural liaison between the organization’s portfolios, programs, projects, and the corporate measurement systems (e.g. balanced scorecard).”

Not very straight forward answer, is it? But what you can infer, knowing that portfolios achieve organizations strategic objectives, is that PMOs manage projects, programs and portfolios.

Let us look at PMI’s Standard for Portfolio Management, 3rd edition (page #17) section titled ‘1.9 Role of the PMO in Portfolio Management’ –  “PMO refers to a project, program, or portfolio management office and supports project, program, or portfolio functions respectively. The PMO in an organization is the entity that defines and maintains the process standards generally related to the project, program, or portfolio  management.”

Now it is pretty straight forward that PMO handles the 3Ps – Project, Program, and Portfolio. In fact organizations can have a XMO department/function for each of these 3Ps.

So the answer must be C, right?

May be there is more to investigate here.

Look at the definition of Portfolio in PMBOK – Portfolio: Project, programs, subportfolios, and operations managed as a group to achieve strategic objectives.

Whoa! So now we know that Portfolio can manage OPERATIONS!

What does this leave us with?

PMO can manage projects, programs, portfolios and operations in an organization.

Which gives us the answer for this question to be the last option – option D

[If you wanted to know, the answer given where I found the above question was option C]

Initially I found this post with a neat illustration that said “A good way to think about the portfolio is all the projects under a PMO umbrella where a corporate could have a PMO for each business area.”.

Nicely stated.

But I needed proof from PMBOK/PMI reference materials to arrive at the answer that is acceptable. And I think the above points arrive at the answer from within the ambit of PMP/PMI.

Now go back at the answer you noted down earlier. What is it? If it is not D, please let me know your reasons below in Comments.

control stakeholder engagementStakeholders are the demigods, if you will, that make the project possible. They have the power to pull off or pull out the project.

They want something, and as a project manager our job is to make sure that their business interests are taken care of.

That is to say, not only deliver the project outcome as per documented (or changed but approved) requirements, but also make sure they get the required information, when needed, how it is needed, and in the format that is agreeable to them.

So, it goes without saying that Communication with stakeholders should be an important area of concern for the project manager.

As the project progresses things will slip from the plan and may create reasons for some stakeholders to be unhappy. These are unavoidable things, and happen at times. But if we have done our groundwork about stakeholders properly, we should be able to manage such instances, and possibly come out garnering more support from these very stakeholders.

Plan Stakeholder ManagementThis project management activity makes sure that project managers give enough thought to managing stakeholders’ needs and expectations, and plan appropriate steps to meet them by studying each and every stakeholders.

Just like other planning processes this one talks about plan and strategies. Strategies to engage stakeholders throughout the project so that you can leverage their understanding of project needs, interest and level of influence to benefit the project.

Also, this is an iterative process to take care of stakeholders’ changing expectations, and to identify and accommodate new stakeholders.

Managing stakeholder expectations can be a challenge and having proper plans to keep them updated with timely and necessary information will help.

Let us see how to plan engagement with stakeholders on the project keeping in mind their needs, expectations, positions of power & influence, and so on.

Let’s begin. What do I need?

Project charter and Project management plan are the two documents we get from project initiating exercise. Remember that develop project charter and identify stakeholders are the 2 processes in Initiating process group.

So we use these 2 documents to understand, although at a high level, the project lifecycle used, personnel policies identified, communication strategies and methods that can be, schedule and cost requirements, identified risks, quality needs – things that you need in order to assess their impact on stakeholders (or vice versa) and plan for managing impact.
